Default Loose o2 wire

This was noticed when i installed my cam last month and i wasn't entirely sure how i was going to fix it. Someone suggested i use a c-clamp in the southern section when i first posted this picture. Great. Two weeks went by and because of work i was unable to do anything to the car. On the third week after the cam (and tune), my car started to die on start up. But it was never consistent. The car would start right up in the morning one day, then the next day, die at start up. Hot start in the afternoon one day, then later on that night, die at start up. At the same time i was having my custom true duals put on, i looked harder at the loose wire while it was up on the rack. The wire looked worse.
So yesterday, i changed my oil, and removed the bolt right above the oil filter. Found a hose clamp just a tad bit bigger, and drilled a hole in the clamp. I carefully bent the hose clamp around the wire and bolted it to the car using a dab of loctite. As you can see in the 3rd and 4th pic, it moved the wire away from the headers quite a bit, but i have a few questions.

#1) Would the loose o2 wire REALLY cause my car to die at start up?

#2) Should i go ahead and replace that o2 extension to be safe?

#3) The bolt that i used in the 4th pic , circled in blue , above the oil filter is
attached to what? What is that, and what does it do?

#1) Possibly
#2) Inspect it closely for damage.
#3) That's a cover for a oil port not used on our cars.
