Default Problem with under pulley.........

Have a 99 FRC vette I started losing belts noticed than my under pulley was not aligned with my other pulley's when I installed the belts the belt with move off the pulley. When I ran a straight edge the under pulley seems to be about a 1/4" - 3/8" forward. With the vette not much room to work any suggestions.

Might be "walking" off. Need to get a wrench on it and check the tightness of the bolt/pulley.
