There are however 3 fan relays used to turn on the fans. These 3 relays are controlled by 2 wires from the PCM. Without any sort of switch installed, the PCM will ground one wire (don't remember the color, but could look it up) This runs both fans in series (low speed). The PCM will ground both wires to run both fans on high speed (fans are run in parallel). The PCM never grounds the second wire without the first. Doing so will run 1 fan on high if I remember right.
I don't know if you bought a kit or just bought parts from Radio Shack. I have a 3 way toggle switch I bought as Radio shack. I wired mine up (after studying the Helms manual circuit) so that if push the switch left, the fans run on low, if I push the switch right, the fans run on high, if I leave it in the middle, the PCM controls everything like normal.
If you bought a kit, double check the instructions and make sure you have connected everthing to the right colored wire.
If it is a home built one, I could provide more help if I knew your exact setup: 2-way or 3-way toggle switch? are you trying to manually run both fans on low, high, or both?
Good luck, email me if you need more help.

tapped into wire and put it though a switch to
ground.. works great for low speed fans..
here is another method of doing it.
