Default Power gains with electric water pump?

Are there certain applications you must have to use an electric water pump? Or, is it just another bolt on people use like the underdrive pulley, for example.
If its just another bolt on, what is its benefit? What does it do and how much power can you get from it?

For a street car its not worth the money. I've seen in gm hitech mag.. a gain of 7 hp. For $500 I'd use the money elsewhere.

The main reason for an electric waterpump is for the ability to run the waterpump/radiator fans while the car isn't running. This is ideal for a quick cool down on a drag car. Probably not a good mod for a street car.
