i had a cut out on my stock exhaust on my 02 TA.. sounded decent. i put it under the right rear passanger seat but more towards the back..
i just recently goot GMMG c/b.. sounds good. and i put the cut out back on the car. with the cut out open i can hardly tell a difference in sound between the gmmg and when the cut out is open

Hi and welcome.
This could possibly be the most discussed topic of all. If your exhaust is stock, you can put the cutout before the axle. Your catalytic converters will quiet your exhaust down enough that the cutouts will not be that loud at low rpms.
If you do a search on this topic you can see what else has been said about them.

I have one under the rear seat - not TOO loud with stock setup. Some like the sound, some don't. Definitely louder than stock. Not expensive, give it a try, if you absolutely hate it (which I doubt) you can just keep it capped.

I agree. I loved the sound of the open cutout on my stock exhaust, however, now that I got headers with an off-road Y, it doesn't sound near as good during normal driving.

IMHO, one should use the cutout for performance only. Don't look for that perfect exhaust note with a cutout open. If you a Y setup of any kind then before the axel works great for ~8-10hp. As far as sound...I have my helmet on when mine is open.
