Buying Headers. Lookin to get some headers for my 1999 z28. Not sure what to get though. I want it to pass smog but also gain a lot of hp. I was thinking of getting some QTP's or Kooks with electric y-pipe cut-outs. Is it possible to have electric cut-outs before the catalyic converters on the y-pipe. Would it be better to get true duals with the same set-up if possible?
you wont be able to pass smog with true duals because the rear o2s are deleted.
As for the headers, you going to fail visual with anything the moves the factory location of the cats. If you only have smog check, you can pass as long as you get a catted y-pipe.

No. If you live in a state that only plugs in to OBDII to check your car and you get your cars computer to LIE to the states computer,then you pass.This means having a tuner alter your tune or get simulators in place of rear sensors.
No you wont fail smog, as long as you have cats, or the car tuned. You WILL fail any kind of visual inspection though, because you moved the cats further back. So before you buy headers make sure your state doesnt have any visual emissions inspection.
