Get some Long Tubes/Off road y-pipe. If your car is a 98-00 you should get a ls6 intake manifold.
You can also port your stock throttle body or get it ported for a cheap price.

Headers and a tune should be worth a good 30+ rwhp. That's the first thing I would recommend, along with a ported TB and ls6 intake. Although I would get a catted ypipe, won't cost you much hp.
