Default Fouled plugs

First start on the motor was yesterday. Have a few issues. Idled poorly, surged and hesitated whenever coming off idle. Stumbles when the throttle is closed. The MAP and MAF both were not completely plugged in, and we found a vacuum leak on the PCV valve hose into the intake. The plugs have less than 10 minutes on them total, and are covered in a thick layer of sooty carbon. Would the vacuum leak cause this in a FI motor like it would on a carbed motor? We are off to get another new set of plugs, don't want to clean these up yet. Would like to have a set to compare with and see if the same thing happens again. What else would cause this problem in an 02 LS1 (swapping into 67 Camaro).
