What's that inside LS2 fuel rails?

What's that inside LS2 fuel rails? I noticed there was something inside the rails behind three of the injector ports on each side. So I uncapped the rails, and pulled out ... a rail with springs on the ends.
What is that thing? And why is it long enough to block only three of the four injectors?

Im going to take a guess and say maybe its something to keep the fuel moving, rather than having it bundle up at the ends of the rail. Such as the fuel comes in runs down one side, then some of the fuel gets taken in by the injector the rest to the end where it goes up and flows in the opposite direction. I guess maybe to keep the pressure down, rather than have it build up with all the fuel that isn't used. But i could be wrong, now i want to know what the hell it is.

Maybe it's to keep the volume of fuel down in the rails. But why? So the LS2 rails can be 3/4" od instead of the 5/8" od LS1?
It looks like it could impede fuel flow to the little injector ports. It can twist and move around a little bit. It was odd to see something metal behind some of the injector ports. Ports 1 and 8 weren't covered by the inside rail.
I'm still scratching my head.
