Electric Cutout pass Emissions(visual test)

In ohio Im pretty sure they check under your car during the emissions test to see if you have tampered with the exhaust. That being said, if I get two cutouts after the headers on my completely stock exhaust, would this still pass emissions

That question came up here in North Carolina a few years back with the inspection station refusing to pass the car with a cutout. All other emissions stuff was intact stock manifolds etc. It got ugly and the inspector ended up calling DMV. DMV said it was real simply: If the cut out is behind the cats and closed the car passes. If the cut out was in front of the cats, it failed. Not sure that that helps any.
