Used ASP Question !

I'm looking at buying a used ASP Pulley. The guy sent me a picture and it looks pretty rough. It only has 4000 on it. Is this just how they look after a little time. Its probably just the paint chipping off, but I thought I'd ask you experts. So whats your opinion?

It is a major job to swap the pulley on a C5. Here is my asp pulley with 14K miles, 2 years and has been on and off the car twice. Let common sense be your guide
