Heads and cam

Heads and cam looking for heads and a cam that work well together for around 400rwhp. any ideas? I am on a budged (but who isn't now days? lol). Will i need to upgrade my fuel system? Lookin at turbos also but they seem more like a money pitt than anthing.
any advice would be helpfull....give me a breakdown of what all is involved with a heads and cam swap in these Ls1's im noobie. lol

patriot stg 2.5 5.3L heads and the TSP 228R cam, bolt ons, dyno tune.
or read and do some searching and look at the 1,735 other possible combinations.
cheapest would be cam only...something like the Torquer 2 or F14
but they will drive a bit rougher.
