500rwhp out of a n/a 346 will take quite alot of work. It can be done, but it is a max-effort build and probably wouldn't have the best street manners. If your budget is 5-6K why not build a stroker? You can get a forged 383 rotating assembly from tsp for $1800. After bearings/gaskets and machine work you might have $2300-2500 into the short block. Add a nice set of trick flow or afr heads and maybe a bigger cam and 500rwhp is very attainable and street friendly too.
