Milling 5.3L heads
If I milled a set of stock 5.3 heads to give an 11:1 compression, and changed nothing else, would that be enough to get 10 or 15 hp out of?

if these are for a LS1. Then you'll probably not gain any power...more like lose power due to the smaller valves found in unmodified 5.3L heads.

if you mill a stock head you can increase combustion efficiency...but I doubt it'd be more than a few HP. If you mill enough to reach 11:1 you then have to start worrying about PV clearance if you run an aftermarket cam.

I'd say that a bump in compression that slight will get you maybe 5-8 at the wheels. Don't expect much out of it. Milling too much will seriously limit the amount of cam you can choose from without getting one ground special.
