Default Push rod install question

Ive seen a few different ways to torque the rocker arms down and what order the rocker arms are installed and the torque of the rockers. The torque was 22 and 28 ftlbs. Now the big question. One install method was just to put all the push rods in and torque the bolts, rotate the motor over and retorque. And ive also seen that you install the pushrods and only torque the bolts when the valve would be closed. Which would be the better install method and torque. The pushrods are going into a stock ls6 in my buddys Z06. Thanks for any help.

put them in and tighten them down to 22ft lbs. Now the ones that are opening the valve while your tightening them, go back to them later, and rotate the motor over so where your not tightening and opeing the valve at the same time. You want to tighten the rocker down to spec when its on its closed position. (valve is closed, and your just preloading the lifter and tightening to spec)
