whats the problem?

my 98 z28 is having trouble starting, it takes 15 min atleast before i finally get it started, its not the plugs..ive already tested for a spark in them, and its not a fuel proble,, what else could it be????

Is it popping or backfiring while cranking or just freely spinning over? How does it run once it does start?
