The smaller base circle of the TR220 cam probably makes up the .020 the heads were milled. Torquing the rocker arm bolts 3 ft lbs more than spec will have no effect on any valve train noise. The rocker pedistal will be flush with the head whether the bolt was torqued to 22 or 25 ft lbs.
