Not all 98's dyno low.
My 98 with a lid and loudmouth dynoed 306rwhp.
And now it dynos much higher than that.
There alot of thing you could do to make your car have more power, but the torque converter and gears will hurt your numbers.
The flowmaster and the mac cats (which are worse than stock cats) are killing your hp, and the slp maf is a hit-or-miss thing mostly a miss.
Go with no cats and use a cutout and watch the numbers go 20-25 higher.
You’re on the right track, cutout, and gutted cats. I would also look in to a hooker muffler; they sound really good and flow well to. I have a loudmouth and hooker LT’s very loud, if you like loud then the loudmouth is the way to go. Slp dual dual is also a good choice and is not very loud.
Also I picked up a TON of power going back to the stock MAF with screen removed. (Over 35RWHP midrange)
I dont have experience with the SLP MAF but I would try a stock MAF without screen and see how you dyno

Your friend's car dynos so much higher because it's a 2001-02 car, and it's a six-speed. My '02 SS A4 put down 25 RWHP more stock-for-stock vs. my '98 T/A A4. They changed camshafts, intake manifolds, cylinder head castings, and a few other things that make the '01-'02 cars stronger off of the lot. The six-speed transmission also does not absorb near as much power as a 4L60E transmission. It's perfectly normal to dyno less than a six-speed car. I only put down 315 RWHP with my '02 SS with all of the bolt-ons, but the car ran a best of 12.04 @ 111 MPH.
