Default Rocker Arm Bolt Length

Does anyone know why the new rocker arm bolts that came with my Harland Sharp stock rocker arm upgrade are shorter than stock? Overall, they're about 7 mm shorter than stock. Taking into account length of threads however (since stock bolts aren't threaded for the last 5 mm or so while HS bolts are threaded all the way to the end), the HS bolts have about 2 mm less in this respect. Is there a technical reason for this? Or should I not worry about this length difference?

Even with the shorter bolts you end up with probably 2 diameters or more of thread engagement. More then enough.
