Default help with my first engine build

lots of qestions..
first up.. when I put the bottom end together , do I need to balance the crank, rods and pistons. if not. whats the advantage?

second.. if I am over boring the engine, say .030 will the machine shop automatically hot tank the block before or after boring the block?

thing is I am doing a lq4 build on a budget. was gonna keep the stock crank and put hi po rods and pistons in. at the local salvage yard they have a 6.0 running with harness 145k miles for 750.. hard to beat that.

I got another guy selling a short block .. still spins over with some rust in cylinders.. for 400$.. top of motor caught on fire.. I think he is gonna let me have the 317s, round coils off another motor.

I'm tring to save as much as possible... so if the machine shop doesn't have to tank the engine .. I could save a 150$.. and get the running engine and break it down.. sell some of the parts and simply bore it out and stuff the pistons in.

I planned on spraying this with a 200 to 250 shot... all since I cant afford a turbo build..

I already have a set of 243 heads.. fast 90 and a f 14 cam..was looking for around 420 at the wheel with my 2002 ls1... and then we got our first time home buyers money and 2500$ of its mine... too bad a a stroker kit cost that much. then I found the 6.0 and I love nitrous ,, so why not build a low cost,, keeping the stock swing 6.0...

would it pay off coating the main bearings and sides of pistons?
