wont idle without a vacuum leak

info:

ls1 in my off road racer, howell harness,stockish computer,

fired it for the firts time since it was in my last car. idle really high, big vacuum port on back of intake right by map sensor was unplugged. plugged it back in and it would not start. unplugged it and it starts fine if i plug it dies.

anybody have any ideas

Possible faulty IAC valve?

where is th iac valve located, that is not adjustable right,

it was also running rich

ok so it is right above the tps, if i unplug and it does the same thing then it is faulty right?
