need help I have a lq4 and torqued everything down and I bought a standalone harness and I'm tryin to crank it up but it won't turn over...any suggestions?

I have it on a test stand and I'm just trying to make sure it will start before anything..my starter is brand new and its clicking and barely moving the fly wheel. But I have a battery charger on the battery
