Crusie control + deam light not working!

Crusie control + deam light not working! Hi every1
Since I bought my SS 2 and half years back I notice while pushing the headlamp high beam its feels like its free like discoonected from something! so i cant use both cruise control nor the high deam light !
So what should I do to fix it this? maybe internal caple is cut or disconnect? I've open the steering wheel??
Also whats up with hand brake? Im always keeping it one step up cauz if i putting down totally all lights will turn on even in morning time! then i've switch the car off for reset
