would this cause my car to run slow as hell?
to answer your question: short answer, yes. long answer, depends on the size of the leak and whether or not that is the only issue you have. you could be seeing effects from a bunch of little problems compounded. you might need to clean your IAC or MAF. you might be in need of a tune. try using the search function and google to learn trouble shooting methods.
by runing like "****" i mean its super slow and not having all the power it should, feels about as fast as my 5.3 truck....
and im talking about the plate on the intake manafold.

did the tuner say you were throwing any codes? i don't know much about efi live, but if it was hptuners he should have been able to tell you more about what was going on.
do you still have cats? could be a clogged cat. although that would throw a code.
you may also have a problem with plugs/wires/coils. you might be down a cylinder.
just start testin **** one by one. fuel/air/spark, start with one untill that system is ruled out. fixing your intake should help, but somehow i don't think that's your only problem.

one of my friends wit ha GTO said that ls1's fuel system runs off vacume, so if i have a vacume leak from my intake manafold it might be causeing my car to run to lean and not have all the power it should... this sound about right?
next checked the fuel pressure regulator, it looked new and worked.
next put in a different fuel pump, problem was still not fixed by this
hooked up a fuel pressure gauge, stayd between 35-30psi, and when revving it drops pis.
when i shake the fuel pulse dampaner the fuel psi jumps up by about 1psi, could this be my problem?
i have never messed with a fuel pulse dampaner before...
