Default Engine woes

I'm bolting on my heads tonight 383 ls studs, on the small side 13mm I snap one off and pull the threads out of another one! WTH! I torqued them to ARP specs I don't know what's going on. I have to heli coil my brand new engine now. Any advice is greatly appreciated.

what specs are they... seems a bit high if your snapping them
