Default failed emmisions -friend need help

A bud in Newton, PA failed on emissions... here is the kick

Ok, just got a call from the dealer. The Firehawk failed the emissions on the inspection. It came up high for hydro carbons. I don't know why, I had the LT's & Loudmouth on there last year for the inspection. Any ideas on what I can do??
he has an 01 hawk, and it has cats, same setup as last time he tested any idea why it would fail this time

olny thing I could think of is the PCM changed the A/F ration over the past year making him run wayy too rich ... as far as I know he never had it tuned after the headers/catback install...but he passed last year

any ideas I could throw at hicm that could cause high hydrocarbons?

when you mess with the placement of the o2's it will usually throw off the a/f ratio...without tuning for idle & every day driving it could be running rich or lean which could deteriorate the cats and or make them less effective...even though he hasnt thrown a code there could be a problem with that...i would take a look at the internals of the cats to see what htey look like personally but that only tells so much...personally if you can id go through one more time without doing anything to see if it passes if not replace the cats and go from there.

Ask your bud if he had the cats nice and hot.
My h/c's were high last time as well and the operator
asked me if I live close by and I said yes. He recommended
next ime to run the vehicle for half an hour and get into it
some and really get those cats hot. m2cents

What kind of cats is he running?
You say he's got L/T's right?
I have had alot of problems here getting older catco converters to pass.
There ok fresh/new but when the next test comes up, = problems.
This may be a weak catalyst problem.
