Default replacing lifters

Need to know if I can replace the lifters in a 99 Z28 with out removing the heads? I keep getting conflicting answers. half say yes, the other half says no. thanks for your help.

I promise you have to pull the heads.

Yes you do have to remove the heads to change the lifters.
