Just get the essentials.
Headers
Heads
Cam
Intake
TB
N20 / other power adder
LT-1 edit Tune

If the car only weighs 3300 pounds you may have a mid to high 12 car rather than your 13 estimate.

Most of your questions should be directed towards the Conversions and Hybrids section. Here in the internal engine section it is mainly LS1's so not to many people can answer what headers would work on a 69 chevelle. I know that quite a few LT-1 owners are on this board so ask a few questions in that section too. I wish I was able to answer your questions better but I think once you browse through some threads in both of those sections you will start to get an idea of the setup your are seeking.

Also try www.camaroz28.com in their "LT1 Tech" section. This site is LS1 based, so you won't find to much LT1 information..
