Should I go Heads and Cam?

Should I go Heads and Cam? I know this is a LS1 site but I have a 95 LT1. My dad has a 02 Z28 getting h/c installed now. I origionally wanted to go and try to be the fastest totally bolt on LT1 car ever. Now I'm thinking about H/C and shooting for the 10's 
I'd love to have all of that power(the setup that i'm looking at should push 450rwhp+ 
but at the same time I think it would be fun shooting for the 11's with no parts at all every touching the oil. Never taking the valve covers off. If i can do that I just think that would be totally impressive.
Well if any of you guys have any suggestions let me know.
