Default Camaro with Issues!!!

Hello all,

This is my first real post since the intro one. Anyways I stumbled upon a craigslist add for a 1998 Camaro SS Z28 LS-1 M6 (Hardtop) Camaro for just $3800.00!!! However it has two problems: One, it needs a new carpet. Easy fix. Two: the engine oil is "metallic". He bought the car and ran it for 2 months with this valve-train combo "ms4 cam .650 lift patriot gold double valve springs, hardened pushrods, CTS V lifters". he said it started to run rough and now has no power after he changed the oil. he said he put in synthetic 10W-30.

Hopefully it will need minimal internal work... anyways my real concern is that is has had the CAT and rear O2 sensor deleted... it also has the LS6 intake manifold(no EGR I think). Problem is in Virginia I need this car to pass emissions and safety inspections, can I get this car to pass emissions this way, or any suggestions as to how I can make it work? He said the last owner had the CAT system tuned out. he also said he has a high flow CAT for it, and the factory harness still has harnesses for the O2 sensors(has existing v-band clamps and CAT delete pipe in it now). should I just put in the cat + O2 sensors and get it re-tuned? any suggestions would be great thanks!!!

Doubt you will pass the test w/ the engine in the condition it's in.. That cam is ??
As for the running rough... Cam messed up? Valve train messed up?
Setting any codes?
It sounds like you need to find where the metal is coming from, B4 you worry w/ passing emissions.

No power after oil change? That's odd, I would be worried to the point I probably wouldn't purchase the car. MS4 is a HUGE cam and if not installed properly will destroy a valve train. IMO, that's probably the case here with the metal.
