Default stock block capable of being decked?

Wasn't sure where to put this, but I recently picked up a 5.3H.O./ LS4 and the cylinder decks have some slight scrape marks and gouges near the head bolt holes. I was going to have a buddy fill em I'm by tig welding and have the block decked to compensate for it. Would this be a bad idea or no? The engine has extremely low miles so it'd be a shame to scrap it if its salvageable.

Yes it can be done. However be careful not taking out too much otherwise your slugs will be out of hole too much and that creates an issue with regard to quench and piston to head deck distance.
I would measure your actual piston deck height (all 8 pistons) and make a decision based on that (actually based on the highest value.)
