Boring LQ9 block to 4.065 I am thinking about boring my LQ9 block to the specs of the LS3 block for my engine build. Can anyone tell me is this a safe thing to do?

The majority of LQ9 blocks can handle it, but I recommend a sonic test to see for sure. There have been a few blocks with core shifts that the cylinder walls would be rather thin.
