i just got my 99 z28,it has longtubes and every emission line has been cut and left unplugged, whats the best way to fix this, and i was wonder is it ok to plug the rear pcv on the back driverside valve cover because that line was also cut and left open behind the intake

How many lines are cut? For the PCV system this is how it should be routed: Fresh air in from the throttle body to the front of the passenger valve cover. Then the waste air goes out the back two ports on both valve covers, Ts together, and goes to the intake neck. Right at the front before the intake is where the PCV valve goes.
