Default Torque Spec for LS1 Timing Chain Damper

I haven't seen it anywhere, but I have the Katech/GMPP 88958607 timing chain damper and was wondering what the torque spec was on those bolts and whether they needed any loctite?

Otherwise, I'll dab a little blue loctite on there and torque to 18-ft/lbs which seems to be pretty much the spec for anything on the engine that's not rotating or spinning.
