There are others, but that's the list I'd start with for what you want.
One of the best budget options is to get the Trick Flow "As-Cast" 220cc heads from Brian Tooley Racing with Brian's hand porting, upgrade to Powdered Metal Guides (to run stock rockers - trust me, this is what you want), and hollow-stem, turned-down LS3 intake valves. Lightweight components is what you want. That comes out to a little over $2k and makes damn good numbers and includes a new casting.
