Default 2 holes on each side of block

we had a flood a while back and my wife ran through some flood waters and hydro-locked the engine. i believe it broke at least one of the back two piston rods, and knocked two quarter size holes on each side of the block.
----my ? is. it is a 99 ls1 engine. what would be the first step? can i just get any shop to weld the holes up? and start the rebuild. or is it cheaper just to get a new block?
----the holes are very low and next to the oil pan. i am not in a big hurry i have already put a 01 engine in. but id like to have this one sittin on the stand ready to rumble with a stronger bottom end and a direct port n20 set-up.

I dont know if I would mess with fixing the old one. There could be other less obvious problems that you are not aware of. I hear the Valvegod has some good prices on blocks so does SDPC --->

I took apart a 98 that had the exact same thing.
2 holes on each side.
Only 1 rod broke and it could have been welded
up.Everything else looked fine.
*BUT* I wouldn't feel comfortable using it.
Blocks are relatively cheap.Why chance it?
