Default 799's or not

I have a spare set of 799 heads I was thinking of getting a valve job and then blending the bowls my self and swapping out my 317's is the small bump in compression worth it? I know most of the gains are found right under the valve but should I send them somewhere to get more done? If so who to and what kind of money am I looking at spending to do that? Should the valves be enlarged? Also if I do the swap what is a budget friendly lifter upgrade? My mods are listed in my signature. Also what about gasket? Any thing else I should look at?

No on enlarging the valves, a lot of shops get very good results with stock valves and IF it was worthwhile it would only be worthwhile if the ports were fully professionally reworked.

I would not go screwing with a pair of 799s myself, too desirable a head and would complicate having proper porting done later, many shops would probably refuse to to port them if they had already been worked in the ports..

Why do you think you need a "lifter upgrade"?

Default lifters

I just hear a lot on the board of people running ls7 lifters and I thought maybe they were better or stronger. If I un cap the block it would be a good time to swap if it was needed. but im on the fence as to weather the gains from the head swap warrant the parts and time to do it. maybe I just need to save for a supercharger lol!

They are no upgrade whatsoever. People just blindly ASSumed that they were because they were used in the LS7 which re vs higher, but it has several other key valvetrain changes that are responsible for that NOT the lifters. Probably helped a lot that the LS7 lifters are cheap too, cheap and a stupid assumption they were the rpm ticket made them hugely popular for no good reason.

If you need to replace lifters then they are the stock replacement, but don't buy into the completely unfounded belief they are an upgrade.
