ok I searched and searched, im doing heads cam swap and im going to use a checker, I know how to do everything but one thing.
does it matter what position the pistons or valves are in when I start the process??? TDC, valves closed???

Yes it matters. Ideally, the piston will be at TDC on the compression stroke - both valves closed. You can also check the intake valve when the exhaust valve is early in its opening cycle; and you can check the exhaust valve when the intake valve is open, but closing.

Darkmans response is very important, i believe the spec on the rockers are 18 or 20 ft lbs and if you torque them with a valve open you're working against 100+ lbs of valve spring and wont even be torqued to the head, when the valve closes there will be excessive rocker slop
