LS1 5.7L rebuild for 99 TransAm WS6

I'm new to this site and wanted to post this here to see what kind of feedback / information I could come up with for a project I'm working.
I recently was given a 99 TransAm WS6 with the LS1 5.7L engine. I don't know much about the car other then that the engine is pretty much stock, T56 manual transmission, factory rear end, long tube headers, no CATs.
Since I'm pulling the engine I figured it would be a great time to upgrade it a little. The goal I have is to get about 400 - 425 horsepower out of the engine if possible. I suspect it probably currently has around 340 - 360hp in its current configuration.
After researching this for some time it seems that a couple of the best options would be to upgrade to the LS6 243 heads (ported), LS6 or FAST intake (90 or 102), as well as maybe replace the CAM.
Here is the catch, I live in the state of Texas and have to be able to pass emissions inspection (PCM only, no visual or sniffer that I'm aware of).
Going with the 243 heads and LS6 or FAST intake don't concern me that much because I have seen that done before and pass inspection. What I'm most concerned about is what cam to go with that will allow me to pass inspection but also get better performance then the stock cam.
I would like to have a descent (medium) cam that would have a little lope, better performance then stock cam, and would also pass emissions inspection when used with 243 ported heads and LS6 or FAST intake.
Any information anyone can provide would be greatly appreciated.

At the moment I don't have any photos. Not only are we going to rebuild the engine but we are also going to take the whole powertrain out of the WS6 and place it into a different body. The powertrain currently seems to be pretty healthy but the body of the car had some pretty substantial body / structural damage. We are going to be pulling the whole power train out and placing inside a 99 Firebird. The good body (roller car) we are using was previously configured as a v6 (3.8L) auto and we will be putting the LS1 with the T56 into it. This means we will be rebuilding the existing LS1 while we prep/convert the v6 Firebird roller car to a WS6 TransAm. I'll post some photos soon.
