Default can I install the spark plugs on head before putting the head back on the block?

Was wondering if I can install the spark plugs before I put the head back on the block just to make it easier and if so what is the torque specs for the spark plugs? It's an ls1 with 241 heads

Yes.

Should you? Probably not. it's much easier to rotate the engine without the sparks in there building compression.

if your afraid to get debris in the holes, put old plugs in it cause your gonna end up breaking and wasting new ones when you install headers

Why would I need to rotate the engine? I'm not doing a cam just head gaskets

I rotate the motor while tightening the rockers back up so I get accurate torque readings. I try to get the lifters on the base circle of the cam so I'm not compressing the springs while tightening the rocker bolts.
