Default 400ci towing build

Looking to put a fresh motor in my 03 Tahoe and I'm looking for some advice. I'll probably end up buying a short block and bolting everything from my 5.3 onto it. Here's what I have in mind.

404-408ci LQ block
799 heads (untouched)
Cam in the 216-220 range and ~.550 lift
Ls6 valve springs
Comp trunions (piece of mind)
Stock intake/TB
Stock exhaust
Stock fuel system (flex fuel model, 33# injectors)
Stock converter
Tune (local guy is really good)

Looking at replacing regular wear parts, what's the norm these day on::
Lifters (ls7?)
New lifter cups
Pushrods (after I measure for length)
Head gaskets
Timing set
Oil pump
Engine gasket and seal set

I'm leaning toward a TSP short block but paying sales tax is going to suck, shipping from out of state will probably be less. LQ block isn't set in stone. Going ls2 is going to cost about $1k extra so I'm leaning away from that. The only thing I'm really married to is the stock stuff, intake, exhaust, stall and fuel system. I just bought the 799s for this build. Trans will be a built 4l65e probably from monster transmissions. Tires are 33.5" muds. Usage is dd, towing, off road, occasional mud fun. Rarely does the engine rev over 3.5k so I am looking to keep power low, low in the rpm range.

If you have any advice post it up. Thanks in advance.

So most of what you are saying is you just want a reliable engine, with stock stuff, why
do you want a stroked 40x short block.
Or what is your plan for 400+inches?

Yeah pretty much. I'm looking at the stroker for big torque numbers. Also, there isn't much of a price difference between a small inch stroker and a big inch stroker so I was looking for something big enough for monster torque but small enough to work with the stock fuel system.

If you have a suggestion I would like to hear it. I'm not married to any engine size or configuration, but using my factory stuff saves cost and fits my low rpm theme.

6500# boat, 2500# trailer, probably a camper of unknown weight in the coming years and possibly a 6000# loaded car hauler. I would like to be ready for pretty much anything light enough to be bumper pull.
