Default Ls1 loose rocker arm bolts

Need advice, I recently installed a 224/228 cam in 99 Camaro SS and I upgraded to double valve spring, new pushrod and trunnion upgrade to 1.7 and I got it running back and went to get it tuned , and while taking a test pass , got it up to 6k rpm and got off and starting making a tapping noise in the heads so I took off valve covers and noticed that some of the rocker arm bolts where very loose,

Any solutions on why this happened?

Did you use a torque wrench when you tightened them originally?

I run the motor for a few seconds, then re torque to spec. Make sure there's no force on lifter (when valve is open)

TQ the rocker arms to 22ft lbs with lifters on base circle of the cam.
