I don't think galvanic corrosion is much of an issue where the two materials are not subjected to moisture and head bolts are not as long as the holes are clean and dry when the heads are installed. New bolts are relatively cheap and they will ensure a good installation. It wouldn't be much fun to have to remove a head to fix a broken head bolt on the final torque sequence. Reused bolts might also be more prone to head gasket failure. Head gaskets are under extreme pressure at times and it doesn't take much to blow the gasket if a bolt allows the head to lift off of the block a few thousandths of an inch.
