The numbers on top are lobe part numbers. You can match them up in Comp's master lobe catalog for the duration and lift values. The HR 112 means it's a hydraulic roller and it was ground on a 112 LSA. Usually it would have another number after the 112 to show how much advance was ground in, like 112+4 would be 4 degrees advanced. This cam may have none.

Do other cam grinders have access to Comp lobes, or is this positively a Comp cam?

I doubt other grinders have access to Comp's lobes, but those are definitely Comp part numbers. Looks like it's going to be Xtreme RPM lobes with 232/236 @ .050" duration, .541/.544" valve lift, and a 112LSA as already established.
