Bottom end assembly question

Bottom end assembly question I am installing my windage tray.
I have ARP 12pt studs
The question is:
is the order of assembly
main stud nut
black oxide washer
windage tray
winage trat nut
or
main stud nut
windage tray
black oxide washer
windage tray nut
ARP said the latter. But the windage tray stud holes are so large that it looks like the taper on top of the main stud 12pt bolt might squeeze through the hole in the windage tray.
Anyone with experience with this?

The second way is right. There is no significant pressure or stress on the windage tray so even if it did pop thru the other 10 would hold it. I also think there are extra washers if installing a stroker kit and more clearance is needed. My kit had extra.
