I installed arp main studs and tighten them to spec and when theres a gap between the nut and main cap. instead of payin over $50 to use arp thread chaser, can i just cut around the original main bolt to clean the threads out?

You make absolutely no sense, the studs only tighten in to the block hand tight, the nuts and washer are then torqued to about 75 ft. lbs and the horizontals are about 25, not sure how you get the torque and still have a gap....
