I visually inspected everything last night, and everything APPEARED true, with and without rocker arms. Again, all contact made by the valve was the result of me turning the crank by hand/ratchet.
With the rockers off, put a straight edge across all the valve tips and see if they are all all the way up.

You can pressurize the cylinders to listen for a bent valve also

If you can't do air you can pour fluid into the ports and see if it drains out into the cylinder

Which cam retainer plate bolts did you use (is the bottom bolt too long)...?

To update, last night i pulled both heads, re-did the timing, replaced the heads, torqued down the rockers, and spun the crank. Everything cleared, so thats good.

I stuck a flashlight in each combustion chamber and looked for light through the runners to check for a bent valve, but everything checked out alright.

I guess I was off by a tooth, which is weird, considering the dots were aligned at 6 and 12. Either way, got it resolved. Thanks for everyone's input - very much appreciated
