Default LS7 Lifter concerns.....

I'm getting ready to measure for push rods, I noticed that I'm unable to compressor the plunger at all, is this normal? On the lifters I pulled out, I can compress the plunger about 0.05" or so.

Are they new? Sometimes they will require a bit of force to unstick them the first compression.
