Head Bolts
If this is in the wrong section let me know and I will remove this.
I am putting 799 heads on my 98 Camaro and I went to torque the heads down all bolts went in perfectly fine but when I did the bolts "11 &12" in this picture the bolts snapped off inside the block. So my question is do I have to pull the heads off and somehow figure a way to pull these broken bolts off? I also did some research to see if its fine to run with broken head bolts but there is nothing online about these bolts.

Those are the smaller less important ones, not involved in the cylinder seal.
Just the same, they're probably important enough not to do without; if for no other reason than distortion of the castings.
Were these new bolts? I'm sure you're aware, stock (or stock replacement such as FelPro) can't be re-used.
Me, I'd pop em back off and get new and bolts (and gaskets if they had already been fully torqued other than this), and start over.

11, 12, and 13 are deleted on the gen5 platforms, but I’d still want to see if I could get those out of there and put bolts in the holes.

I tried everything and can not get the broken bolts out without taking the heads off (I dont even know if i can get the bolts out with the heads off) Do you guys think im fine just having 2 missing bolts, I got a small cam and ls6 intake

Yeah that's weird, for sure. Especially 2 of em. They're 8mm bolts, and they get just a totally ordinary 8mm worth of torque; 22 ft-lbs or thereabouts. Same as any other 8mm bolt. No 8mm bolt should break with that little muscle on it.
Might want to use some other brand of bolts? FelPro for example. And follow their torque specs rather than the factory, since their metallurgy might be different and that's what TTY bolts are all about. (which the 8mm ones aren't... only the bigger ones)

Honestly I think you will be ok, just look out for the dust and oiling spot seeing how it's 2 bolts....luckily they are interior bolts and not perimeter. ..your not going boosted I hope....n/a You should be fine..good luck put up some pics if u got them...

Has happened to me a few times.
Spray some PB Blaster or Liquid Wrench or something down in there.
Take the top part of bolt that broke, drop it in the hole, and use an impact or bit driver and spin it slowly in reverse while pushing down very hard.
I do this to get broken head bolts out. So far has worked every time.

If they aren't cross threaded they will come out really easy. Use a bolt head like Joe Nova said or my favorite thing is reverse drill bits. Grab a reverse drill bit like a 1/8" size and as soon as the bit grabs it'll unscrew the bolts.
You must have accidentally over torqued them, be really careful if you're using a click style torque wrench, it's really hard to feel the click at only 22 ft lbs. Slow and easy and feel very carefully for the click, or get a old school cheapy flex bar style torque wrench, they're only about $20.
As my body shop teacher always said "gently gently, not merrily merrily"

Its possible there was something on the threads and that's why you broke them off. If that's the case and threads are a little jammed only thing gonna get them out is proper extraction. Personally I think I'd take a chance on it and run it like it is and I'm picky about what I let go.
