Seems reasonable to me. Rule of thumb is around .0045" per inch of bore for the top, for the street. Slightly too much (emphasis on slightly) is better than ANY not enough, even as little as .001" too tight. Bottom needs to be acoupla .001"s larger than the top ideally like maybe .002", if the top gap is absolutely minimized, but at the gaps you have it doesn't matter.

Leave them alone and send it. Maybe select them so that on each cyl the bottom is as large as possible compared to the top; like, find the tightest top and select the tightest bottom to go in the same cyl with it, then the next tightest of each, etc.

here is the measurement for each cylinder :
1. T .021 S .020 2. T .021 S .022 3. T .021 S .022 4. T .021 S .021 5.T .021 S .021 6. T .021 S .020 7. T .021 S .022 8. T .020 S .022

so im thinking to make it all T .021 S .022

Don't bother. Leave them alone. There's more risks of damaging something than there is any possibility of improving anything.
